What age is to young to explain good and bad touches?

I have a two year old son, his speech is pretty good. My husband tried to explain to him by pointing to his privates and saying no one can touch you there except mommy and daddy. I think my husband is trying but is going the wrong way on explaining this. Is he to young to understand? How should we be talking to him about this if he isn't to young?
